Since its founding, China has adjusted its diplomatic strategy and foreign policy according to the constantly changing international situation, and has changed and developed its aid policy toward developing countries at a strategic level. However, as reform and opening began in earnest, the demand for funds for economic development and industrialization rapidly increased, leading to a sharp decline in foreign aid, and instead led to the receipt of large-scale aid from overseas. However, as the economic status improved, the scale of foreign aid was greatly expanded again and the international community recognized the role of a donor country. The position is gradually being strengthened. Accordingly, this study has been continuously promoted by China as it recognizes the need for foreign aid, but in a situation where each country does not systematically organize official development assistance projects in progress or disclose detailed information related to them compared to their influence, China has conducted three foreign aid projects. Based on the aid white paper, we sought to more accurately understand the Chinese government's foreign aid status and policies. In addition, it focuses on the fact that the international development cooperation system, including official development assistance, has been reorganized since the announcement of the Belt and Road Strategy in 2013, and that China's foreign aid, which has entered a new stage after COVID-19, is in line with the international aid norms that have been pointed out. We reviewed the foreign aid evaluation system announced by the China Organization for International Development and Cooperation to improve quality, including harmonization and transparency, strengthening cooperation between donor countries, and establishing a performance evaluation system, and then considered our implications and cooperation plans.
